Islamic Iran was the first political creature in the Middle East—the second was the post-2003 Iraq—that came into being through an election; a referendum to be exact. Since the revolution, 29 elections have been held—on average almost one a year—if one includes the three founding elections held in the immediate post-revolution years regarding the change of regime, election of the Constitutional Assembly, and approval of the Islamic Constitution. The electoral system was recently regulated to go through election cycles for various offices every two years.

This task distinguishes the IRGC from Iran’s regular army which is tasked with the defense of Iran’s ‘independence and territorial integrity’. Article 150 of Iran’s constitution explicitly states that the IRGC ‘is to be maintained so that it may continue in its role of guarding the Revolution and its achievements’ (Islamic Republic of Iran Constitution, http://www.iranonline.com/iran/iran-info/government/constitution.html).
